A Destruction of Lombard Real Estate Property, Family Assets, and Official Legal Documents

My name is Gardenia C. Hung, M.A., B.A., Lombard resident homeowner, taxpayer, and U.S. citizen at 502 S. Westmore-Meyers Road and Washington Blvd., Lombard, Illinois in DuPage County—I am a Victim of Disaster, Crimes, and Domestic Violence in the Village of Lombard, DuPage County, Illinois USA. I am legally requesting Cash Compensation and Financial Restitution as remedy and relief for the Disaster Demolition of the Lombard Historic Brick Bungalow. As a Victim of Disaster, Crimes, and Domestic Violence in the Village of Lombard, DuPage County, I, Gardenia C. Hung, do hereby petition for remedy and relief, to be compensated in cash for the disaster demolition of the Hung Family Real Estate Property, family documents, business professional files, and State of Illinois Notary Public legal records.

Last Wednesday, November 5, 2008, the Lombard Fire Department demolished my family home, real estate property, family assets, legal documents on file cabinets, as well as professional business equipment, documents, and Illinois State Notary Public legal files at 502 S. Westmore-Meyers Road, Lombard, IL 60148-3028 USA. On Tuesday, November 4, 2008, at 9:00 AM, I requested to remove all the Hung Family documents on file cabinets when Keith Steiskal and the Lombard Police Department, along with Rev. Robert Hatfield, Sandra Hill from the First Church of Lombard United Church of Christ, and Diane Arturi with other Staff from Yorktownship General Assistance were present. I was there in person, able to remove all the Hung Family documents, but I was not allowed to return to the house to pick up anything else that was to be saved before the demolition of the Lombard Brick Bungalow. I was told that I would return to pick up and save what I needed, but, I was sent to the Motel 6 in Villa Park, instead. In the afternoon, Keith Steiskal only allowed (1) one hour, from 3PM to 4PM, to collect all important family items remaining before demolition of the Lombard Brick Bungalow scheduled for Wednesday morning, November 5, 2008.

On Wednesday morning, no one collected the legal documents on file cabinets in my office which included State of Illinois Notary Public legal documents, as well as Mr. Roberto Hung legal documents in a safe, located at the office on the second floor.

Since then, the Village of Lombard, Fire Department and others, are refusing to provide financial remedy and relief to Gardenia C. Hung, who is a Victim of Disaster, Crimes, and Domestic Violence in DuPage County, Illinois, USA.

This is a letter Request for Remembrance of my late father, Mr. Roberto Hung, on the 10th Anniversary of his Memorial, last June 25, 2008 by his eldest daughter Gardenia C. Hung, M.A. and Family for the Estate of Mr. Roberto Hung Supplemental Care Trust in the Village of Lombard, Du Page County, Illinois—502 S. SENIOR CITIZENS HOMESTEAD EXEMPTION FOR THE LATE MR. ROBERTO HUNG HAS NOT BEEN APPLIED TO THIS LOMBARD REAL ESTATE PROPERTY, under the Roberto Hung Supplemental Health Care Trust, and while Roberto Hung was disabled, homebound, and under medical care of Dr. Thomas Cornwell, Edward Memorial Hospital in Naperville, and at Vencor Northlake Hospital, in Illinois, USA. Since 2004, 2005, when the Lombard plumbing pipes burst under ungauged and excessive water pressure released, there is No Water or Sewage Service at 502 S. Westmore Avenue—the Village of Lombard has already installed new PSI valves to monitor water pressure for Lombard water mains.

On September 2nd, 1993, Mr. Roberto Hung purchased the Lombard Historic Brick Bungalow from Debra Y. Sekrecki, with an initial down payment of $2,000, as earnest money paid by personal check, added to the total cash payment of $88,000 at a fixed interest rate not to exceed 8.00% per year, amortized over a period of fifteen (15) years. At the time, Debra Y. Sekrecki had two (2) children, a boy and a girl, lived with Stella, the tenant upstairs, and father Adam Sekrecki.

On July 11, 1993, Mr. Roberto Hung signed a Standard Residential Sales Contract from the Du Page Association of Realtors in agreement to purchase the Lombard real estate property at 502 S. Westmore Avenue in Lombard, Illinois 60148-3028, owned by seller Debra Y. Sekrecki. The original closing date was scheduled on September 11, 1993. However, Roberto Hung was called by telephone to appear sooner on September 2nd, 1993, at 3:30 p.m., at the law office of Alan Dakoff, Telephone: 708-966-0488, located at 9291 North Maryland, in Niles, Illinois 60714, U.S.A.

Century 21, Action Real Estate provided a Buyer Service Pledge presented by Steve Block, Telephone: 630-627-5500, and Dino, the real estate agent with Roberto Hung, signed in agreement. Afterwards, Roberto Hung received a copy of Rider 412, Buyer’s Inspection which he signed as buyer with Debra Sekrecki, as seller.

In 1993, Century 21, Action Real Estate described in a listing the Highlights of the Lombard Historic Brick Bungalow at the corner of Westmore Avenue and Washington Blvd., owned by Debra Y. Sekrecki with tenant Stella. At the time, the Du Page County Real Estate Taxes were only $2,744 for the brick house. After Roberto Hung purchased the same Lombard Brick House, the Lombard property taxes doubled for more than $4,000, without providing the Senior Citizens Homestead Exemption as a tax credit.

This Lombard Brick Home is located near Westmore Elementary School and St. Pius X Church School, Jackson Middle School, and Willowbrook High School.

George Hornbeck’s Parcel No. 06-09-315038 is a subdivision, spacious 4-bedroom brick home with a second floor in-law or potential income arrangement. There are nine (9) rooms available with hardwood floors. Full finished basement. Front and rear enclosed porches for added living space. Fully fenced yard with a gas grill. There is a 2-car garage. Public transportation is available. This Lombard home is close to school and shopping, near the Eastgate Center and State of Illinois facilities for the Secretary of State Vehicle Licenses Center and the Illinois Employment and Training Center (I.E.T.C.).

Action Real Estate for Century 21 was serving Du Page and Cook counties at the Lombard Pines Shopping Center, 1125-J South Main Street, Lombard, Illinois 60148, in care of realtor Dino. The real estate closing documents for purchase were prepared by Attorney Dean G. Galanopoulos and Robert G. Galgan, Jr. Atty. No.1948, at 340 West Butterfield Road, Elmhurst, Illinois 60126.

The First State Bank of Maple Park mailed a letter on November 10, 1995 to Mr. Roberto Hung, which notified the Lombard homeowner that the bank was transferring the servicing of the Loan Mortgage to the Dime Savings Bank of New York, FSB, P.O. Box 985, Newark, New Jersey 07101-0985. Customer Service Park, 231 East Avenue, Suite 200, Tel. 1-800-222-0912. Robert Hung was informed that the mortgage rates would increase as a balloon mortgage for the Dime Savings Bank of New York. Since Robert Hung did not want to incur additional mortgage interest rates, He Decided To Pay in Full Cash for the remainder balance of the Lombard Real Estate Property for P.I.N. 06-09-315-038, Lot 2 in George P. Hornbeck’s Resubdivision of Part of the West one-half of the South West one-fourth of Section 9, Township 39 North, Range 11, East of the Third Meridian, According to the Plat thereof recorded on February 19, 1980 as Document No. R80-10413, in Du Page County, Illinois.

On September 2nd, 1996, Mr. Roberto Hung completed full cash payment of the Lombard Brick Home at First State Bank of Maple, located at 1100 County Line Road, Maple Park, Illinois 60151, in care of Joy S. Reynolds, Tel. (815) 827-4000, Fax. (815) 827-3207, Toll Free No. 1-800-449-2700, while Bruce Madden was president of the First State Bank, and witnessed by his daughter, Gardenia C. Hung, and the bank manager.

Mr. Roberto Hung and his eldest daughter, married to Nathan S. Wittler, improved this Lombard Brick house by adding oak cabinets, an exterior halogen flood night light, (2) automatic garage door openers, changed all door locks, added gardening landscaping, apple trees orchard, and perennial flowers, and exotic plant species.

Timeless for a Vintage Year: 1927, Modern Times.

From the 19th Century and 20th Century To The 21st Century.





1927 was a vintage year for memorable, auspicious events and dates to remember…



The year 1927 coincides with the construction of the Lombard Brick Bungalow at 502 S. Westmore Avenue and Washington Blvd. , in time for the Lilac Festival at Lilacia Park in the Village of Lombard , Du Page County, Illinois, USA. During 1927, Lombard lived through a building contracts boom for community development, expansion and growth.



During 1927, “the Grandaddies Sol Kogen and Edgar Miller in Old Town , renewed their friendship from the School of the Art Institute and joined efforts in rehabbing old buildings with recyclable materials, to be used as studios”—according to Dennis Rodkin, Chicago Reader, in the Nest Issue, “ Chicago architecture was booming in 1927.” The original Carl Street Studios were erected in 1927 and bears Sol Kogen’s name at 155 W. Carl Street , know today as Burton Place in Chicago , Illinois , USA .[1]



Eighty-one years ago establishes a milestone for the Modernist style of architecture featuring Art Deco, Nouveau Art, stained glass windows, glass etchings, beveled and leaded glass, in the Italianate style, as well as mosaics, frescoes, and architectural interior designs.



In 1927, the Academy of Motion Picture Arts and Sciences was founded.



The telegraph and the telephone were used for “speedy communications”.[2]



During March 19, 1927, the Village of Lombard issued new building permits in demand for the great expansion and growth of Babcock’s Grove, since 1833, when Ralph and Morgan Babcock traveled west of Chicago to secure land for the Church Deacon, Winslow Churchill and his family, in Du Page County, Illinois, USA.[3]



In 1869, Babcock’s Grove was incorporated when Josiah P. Lombard, one of the village’s main landowners, lent his name to the new municipality, known today as the Village of Lombard , according to town historian Jean Van Rensselar.



At the turn-of-the-century, the Lombard Historic Brick Bungalow at 502 S. Westmore Avenue and Washington Blvd. was owned by the Ahrens Family as a subdivision of part of the block “A” in Robertson’s Westmore, according to the Plat recorded June 1st, 1922 by the Du Page County Recorder of Deeds Office. Both Mary Ahrens and Emil Ahrens lived at this Lombard Historic Brick home during 1929 and 1930, according to property records.

During 1922, when the Ahrens recorded this property deed, a building ordinance was passed in the Village of Lombard , the superintendent of construction was appointed, and the Lombard village board studied zoning ordinance. There were 2,200 acres in Du Page County, subdivided into residential lots—old farms were being subdivided. According to the late Mrs. Steben, my elderly next-door neighbor, “the area was old farm land with horse stables, surrounded by corn fields”.



More petitions for new subdivisions were presented in 1922. At the time, the Lombard trustees forecasted the expansion and uncontrolled growth. There were dirt roads and muddy paths—“some sections were inundated by spring rains”. According to Lillian Budd, Lombard historian, The Lombard News summarized, “…clamoring for water in pipes, while at the same time battling water not in pipes.”[5] Some property owners laid water mains at their own expense, then asked permission to connect with the village water system. The Village of Lombard planned street paving afterwards in 1922.



During March 19, 1927, the Village of Lombard issued new building permits. By June 1927, eight (8) more building permits were issued. At the time, property values in Lombard increased—“one vacant lot more than tripled in value, within one year”.[6]



Colonel William R. Plum, died on April 28, 1927, during Lilac Time. Upon his death, the Estate of Colonel Plum and his wife, Helen M. Plum was bequeathed to the Village of Lombard , for a public park, known today as Lilacia Park , in 2008. The Lombard Park District was established on September 26, 1927 in Du Page County, Illinois, USA[7].



Eighty-six years later, there are still Lombard resident senior citizens living today to celebrate their anniversaries in Lilac Town . Last Friday, August 29, 2008, the Lombard Spectator reported that there is still a need for water main construction on Meyers Road, between 22nd Street and 16th Street for the installation of a new water transmission main on Meyers Road at the York Center—to be completed in two (2) months, according to the Lombard Public Works Department, engineer Frank Kalisik.[8] The Lombard water transmission main is designed for a water booster station to process about 4,000 feet of water, locally. This is not a water main to the Lombard residents’ homes.



The Lombard Spectator was first published in 1927 by Frank T. Jirsa, Jr. On June 16, 1927, the Lilac Town voice became “Devoted to the interests of Lombard—“a Village of Homes ”.[9] This local newspaper brought attention to Lilac Town as the Village of Lombard , founded in 1869.



According to Lombard history[10], the Ahrens Family can be traced back to the German Lutheran brothers Ehler and Friedrich Ahrens, who helped to build Trinity Lutheran Church School , “schulgemeinde”, on Roosevelt Road and Wisconsin street , York Center . On June 15, 1868, the Ahrens brothers joined Jobst Goltermann, Henry and Friedrich Goltermann, and Heinrich Meyer to provide for the Trinity Lutheran Church School and congregation at the York Center , in Babcock’s Grove, before the Village of Lombard was incorporated, in 1869. The original twelve (12) Lutherans who erected Trinity Lutheran Church at Roosevelt and Meyers Road were: three (3) Goltermann brothers, two (2) Ahrens brothers, Fr. Meyer, H. H. Hogrefe, J. Uhlhorn, W. Woltermann , D. Scharlau, F. Schumaker, and H. Niemann.



One hundred and forty years have passed now in 2008 since that fateful day. Now Trinity Lutheran Church and School celebrate the 140th anniversary of serving the Village of Lombard community and the Lutheran congregation at York Center , in Du Page County, Illinois, United States of America.

Once again, I requesting your assistance, and your support, as well as the intervention of the Office of the Attorney General and the U.S. Department of Justice to obtain cash compensation, in order to repair roofing damages and losses caused by the Village of Lombard and the community-at-large in Du Page County. Please help me to secure the required financial community support to repair the roofing damages and sell the real estate property under the Estate of Mr. Roberto Hung Supplemental Health Care Trust and the Hung Family. CONSTITUTION OF THE STATE OF ILLINOIS
Article I – Bill of Rights
Section 1. Inherent and Inalienable Rights
All men are by nature free and independent and have certain inherent and inalienable rights among which are life, liberty and the pursuit of happiness. To secure these rights and the protection of property, governments are instituted among men, deriving their just powers from the consent of the governed.
Section 2. Due Process and Equal Protection.
No person shall be deprived of life, liberty or property without due process of law nor be denied the equal protection of the laws.
Section 6. Searches, Seizures, Privacy and Interceptions.

The equal protection of the laws shall not be denied or abridged on account of sex by the State or its units of local government and school districts.
Section 20. Individual Dignity.
To promote individual dignity, communications that portray criminality, depravity or lack virtue in, or that incite violence, hatred, abuse or hostility toward, a person or group of persons by reason or by reference to religious, ethnic, national or religious affiliation are condemned.
Section 23. Fundamental Principles.
A frequent recurrence to the fundamental principles of civil government is necessary to preserve the blessings of liberty. These blessings cannot endure unless the people recognize their corresponding individual obligations and responsibilities.
Section 24. Rights Retained.
The enumeration in this Constitution of certain rights shall not be construed to deny or disparage others retained by the individual citizens of the State.
During the tenth (10th) anniversary of the murder of Mr. Roberto Hung which caused his death at Vencor Northlake Hospital and occurred from June 18 through June 25, 1998, Defendants petition to Compel Court Order To Repair the Lombard Historic Brick Bungalow and address legal issues of compensation and restitution for all the damages and losses documented as Exhibit C for Contracts A-1, B-1, and C-1 underwritten by the Zees Group and ZSC Insurance Restoration Services LLC, doing business as http://www.zeesgroup.com Since November 2006, Defendants have been proposing the restoration, renovation, and preservation of the Lombard Historic Brick Bungalow owned by the Hung Family, in opposition to the Verified Complaint for Demolition and for Injunctive Relief, pursuant to legal grounds for “action for inverse condemnation, conversion of real property, consumer service fraud, breach of the fair housing partnership resolution contract, and real estate liability for Lombard old houses”, in DuPage County, Illinois, United States of America.
Now comes Gardenia C. Hung as PRO SE, Lombard resident, legal homeowner, Illinois Notary Public for the County of DuPage, and U.S. citizen, on behalf of the Defendants, to Close Argument with Objections to the Verified Complaint for Demolition and for Injunctive Relief in support of the Defendants’ Motion to Compel Court Order To Repair the Lombard Historic Brick Bungalow, on legal grounds for obstruction of justice, malicious prosecution, abuse of the legal process, and discrimination.
For the record, in November 2006, Defendants proposed to comply with the repair of the Lombard Historic Brick Bungalow before the Plaintiff, as the Village of Lombard, represented by Keith Steiskal from the Bureau of Inspectional Services, and Counsel Howard C. Jablecki from the Law Firm of Klein, Thorpe and Jenkins, Ltd. filed the Verified Complaint for Demolition and for Injunctive Relief on May 23, 2007.
The Village of Lombard et al., as Plaintiff, has been negligent in resolving existing issues for restoration, renovation, and preservation of the Lombard Historic Brick Bungalow owned by Gardenia C. Hung and Robert S. Hung as Trustees for the Trust Agreement designated as Roberto Hung Supplemental Care Trust, et al., following damages and losses caused by unauthorized access entry by service operators, trespassers, the neighbors John and Eva Carpenter, their sons and associates, as well as others in the community-at-large in the Village of Lombard, Du Page County, Illinois.
Plaintiff has breached the duty to service, repair, restore, and renovate the distressed real estate property damaged by the Lombard Police Department, SBC Telephone Company for Illinois/Indiana, Cable Installers, John and Eva Carpenter, and other operatives during the course of service at 502 S. Westmore-Meyers Road at the corner of Washington Blvd., in Lombard.
All the existing damages and losses to the Lombard Historic Brick Bungalow have taken place specifically during 2004, 2005, 2006, 2007, and 2008. For the last four (4) years, Gardenia C. Hung and Family have been reporting the bursting of the plumbing pipe fixtures due to ungauged water pressure, unchecked by the Village of Lombard Water Service Department, and the roofing damages caused by unauthorized service operators, TV cable installers, SBC Telephone Company, the Lombard Police Department, etc.
Plaintiff as the Village of Lombard is directly liable for all the damages and losses caused to the Hung Family real estate property which is subject for repair, compensation, and restitution at a fair market value like other real estate property in DuPage County, Illinois, United States of America.
For the last four (4) years the Village of Lombard has been negligent in responding to Gardenia C. Hung’s complaints about unauthorized access entries by the Lombard Police Department, trespassing, vandalism, intruders, and John and Eva Carpenter’s harassment, annoyances, and public nuisance behavior since they moved next to the subject property and the Hung Family. Please note that John and Eva Carpenter have moved out of the adjacent Dutch Colonial home at 506 S. Westmore-Meyers Road during the last week of May 2008.
Plaintiff is subject and liable for consumer service fraud due to Negligence Per Se and breach of the service duty to repair all the damages and losses incurred by the Hung Family for the Lombard Historic Brick Bungalow since 1993 when Mr. Roberto Hung purchased the same real estate property from Debra Sekrecki and Adam Sekrecki; and since 1996 when Mr. Roberto Hung completed full cash payment with retirement funds for the Lombard Historic Brick Bungalow at Maple Park State Bank in Illinois, USA. Mr. Roberto Hung decided to pay the remaining balance on the Lombard real estate property in full to Maple Park State Bank before the New York Dime Mortgage Company would acquire the real estate accounts and impose “balloon” mortgage rates to the cost of the Lombard real estate property.
For the record, since the Village of Lombard has “defrauded” the real investment purchased by Mr. Roberto Hung during the course of municipal services, Plaintiff (1) owes the Hung Family compensation and the duty to repair in restitution all the damages and losses incurred by Gardenia C. Hung and the Defendants for the distressed Lombard Historic Brick Bungalow; (2) Plaintiff has breached service duty through negligence, obstruction of justice, malicious prosecution, abuse of the legal process, and discrimination; (3) consequently, Plaintiff has caused all the damages and losses incurred by the Hung Family and the distressed Lombard Historic Bungalow since 1993 and through 2004, 2005, 2006, 2007, and 2008. Now Gardenia C. Hung is presenting damages and losses in excess of $50,000, totaling $281,830, plus severance payment, financial remedy, and monetary relief for Victims of Crime, due to criminal conversion of the Lombard Historic Brick Bungalow as an access to crime, consumer service fraud, scienter, negligence per se, breach of the duty to service and repair all the damages and losses during the course of the operations by the Lombard Police Department and Du Page County law enforcement agencies, inverse condemnation, and discrimination.
Under the Fifth Amendment to the U.S. Constitution, “no person shall be deprived of life, liberty, or property without due process of law; nor shall private property shall be taken for public use without just compensation.” The Fifth Amendment recognizes the real estate property rights of individuals and guarantees that the government must provide a fair payment to a person whose property is taken for public use.
The Fourteenth Amendment to the U.S. Constitution protects Rights and Guaranteed Privileges and Immunities of Citizenship, Due Process, and Equal Protection. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens in the United States; nor shall any State deprive any person of life, liberty or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

My name is Gardenia C. Hung, M.A. I am a Victim of Crime in the Village of Lombard, Du Page County, and in the City of Chicago, in the State of Illinois, United States of America.

This letter is my Personal Testimony and Public Statement as a Victim of Crime who is abused in the Village of Lombard and by Champion Cycle Center, Inc. at 3625 N. Western Avenue, Chicago, Illinois 60618.

I, Gardenia C. Hung, am being denied inherent and inalienable rights as a Lombard resident homeowner, taxpayer, and U.S. citizen under the Constitution of the State of Illinois, Article I, Bill of Rights, and the Constitution of the United States of America.

I, Gardenia C. Hung, am being denied Crime Victims’ Rights by the Lombard Police Department, the Village of Lombard, and the City of Chicago, Consumer Services Department, after Champion Cycle Center, Inc. damaged my brand new motorcycle, 2003 Derbi Boulevard 150 CC, which was serviced into disrepair by motorcycle mechanic Jon Jon, and service manager José Rivera, under management by Larry Wolfe, owner, and salesman Julio Aquino from June 11, 2003 through November 11, 2004—within one year of purchase and under service coverage of a 5-year warranty for a defective exhaust system, underwritten by Derbi, S.A.

I am a Lombard resident homeowner, taxpayer, and U.S. citizen in Du Page County, in the State of Illinois. I am writing to complain about violations of the Illinois Human Rights Act, under Housing Illinois law, the Hate Crimes Local Law Enforcement Act, and the Victims of Crimes Act by the Village of Lombard, Keith Steiskal, Bureau of Inspectional Services, Lombard Fire Department, and the Lombard Police Department due to deliberate Hate Crimes, Discrimination, Heinous Terrorist Acts planned purposely and authorized by the Village of Lombard and the Du Page County community against Gardenia C. Hung and Robert S. Hung, as well as the Hung Family Real Estate Property in Lombard, 502 S. Westmore Avenue and Washington Blvd. in Du Page County, Illinois, USA. Keith Steiskal, from the Lombard Fire Department Bureau of Inspectional Services has filed and issued Du Page County Court Summons on Count 1, Demolition of Dangerous and Unsafe Building under a “Not Approved” Notice, unsigned, unstamped by the Village of Lombard, and posted the door of the same real estate property on April 6, 2007, without due notice before Easter Sunday during 2007.

Please take notice, for the record, that since Fall 2006, I, Gardenia C. Hung, have been planning and arranging for the Restoration, Remodeling, and Repair of the Hung Family Real Estate Property in Lombard, as evidenced by the Du Page County court filings, construction plans, estimates, damages and losses reported and submitted under Illinois and U.S. laws to the Village of Lombard, the State of Illinois, and U.S. federal law enforcement agencies under, U.S. Internal Revenue Service, U.S. Homeland Security and the U.S. Department of Justice. To date, the Village of Lombard, et al. are to blame for unauthorized access entries into the Hung Family Real Estate Property in Lombard, as well as trespassing, hate crimes of terrorism, vandalism, and all criminal acts surrounding this Lombard real estate property at 502 S. Westmore Avenue and Washington Blvd. in Du Page County, Illinois; all the time, since 1993, while Gardenia C. Hung, the late Mr. Roberto Hung, father, Nathan S. Wittler, Robert S. Hung, and Mrs. G. Fong Ramos have not been present at home.

I am complaining as a Victim of Crime against the Village of Lombard and Keith Steiskal, from the Lombard Fire Department, in particular for violations against the Illinois Human Rights Act and Housing Act because they want Gardenia C. Hung to vacate the property, in order to condemn and demolish a Lombard Bungalow house that has been set for Restoration, Remodeling, Rehabilitation, and Construction since Fall 2006 and during 2007. I am asking for your assistance, support, and intervention as a Victim of Crime in Lombard, DuPage County, Illinois, United States of America under the State of Illinois and the U.S. Constitution.

My name is Gardenia C. Hung. My human rights and constitutional rights in the State of Illinois have been violated in Lombard, DuPage County, Illinois as a Lombard resident and U.S. citizen residing at 502 S. Westmore Avenue, Lombard, IL 60148-3028 USA. The following is an outline narrative report describing incidents which have violated my human rights and constitutional rights in Lombard, DuPage County, Illinois.

BACKGROUND

I. For the record, Gardenia C. Hung has already reported this unfair and unjust incident to Rev. Herb Essig and the Friends at St. Pius X Catholic Church, since this problem took place in public, just across from St. Pius X Church where the Catholic nuns live. I asked for Community Support to report how the Lombard Police Department has unfairly arrested me and charged me criminal assault, obstructing a police officer, and resisting arrest in order to appear before Judge McKillip on September 29, 2006, 8H30, in Room 4001 at the DuPage County Judicial Center, 505 North County Farm Road, Wheaton IL 60187.

Gardenia C. Hung was walking peacefully home from the Illinois Employment and Training Center at 837 S. Westmore-Meyers Road, Lombard, IL 60148, Telephone (630) 495-4345, next to the Illinois Secretary of State, Jesse White Vehicle License Facility, at the Eastgate Shopping Center in Lombard when Lombard Policewoman Pam, Badge No. 710, yelled out from the white Community Police truck that I had stolen an East Indian woman's cellular telephone at the I.E.T.C. I stopped to answer her "NO" at the corner of Adams St. and Westmore-Meyers Road in Lombard and continued walking home toward St. Pius X Church. When arrived to the front lawn of St. Pius X Church, Lombard Policeman Thiede, Benedicsen, Virene, Schrepferman and Pam, all got out of their Lombard police cars to arrest me and drop all the contents of my handbags on the green lawn, along with my yellow knapsack and my red Burberry umbrella.

During the False Arrest/Detention with Wrongful Charges, Gardenia C. Hung received visible scratches on her right hand wrist, for the record. Both of her arms were twisted and wrenched by Lombard Policeman Thiede who handcuffed her without due reasons. In addition, Lombard Policeman Thiede forcefully removed a Silver Bracelet with a Christian Cross Pendant and did not return the jewelry to Gardenia C. Hung. Gardenia C. Hung wants her Christian Cross Silver Bracelet returned for her right wrist. Moreover, all the contents of (2) two red handbags were emptied on the green lawn in front of St. Pius X Catholic Church, while the Red
Burberry umbrella was thrown on the green lawn by the Lombard Police, and they searched the yellow backpack containing water bottles and personal items. I, Gardenia C. Hung, was held under false arrest/false detention with wrongful charges at the Lombard Police Station from 5PM to 9H30-10PM without any food or water in the holding cell.

Gardenia C. Hung, does not plead guilty to Count 1, Obstructing a Peace Officer, nor Count 2, Resisting a Peace Officer, or Count 3, Assault of the Lombard Police as defined by “an open threat of bodily contact with someone without permission”. Please note that Gardenia C. Hung's Red Burberry umbrella did not have any contact with any of the Lombard Police involved in this matter—Thiede, Benedicsen, Virene, Schrepferman, Pam, and/or Marciniak. None of the Lombard Police in this matter have been assaulted, injured or attacked by Gardenia C. Hung. While Gardenia C. Hung has been harassed, manhandled, scratched, and injured by Lombard Police Thiede who abused process for wrongful charges, false arrest/detention without foundation. The Lombard Police are at fault due to false imprisonment/detention, malicious prosecution which is to misuse the legal process to harass an individual, and interference with person by law in Illinois.

II. 18TH Judicial Circuit Court, in DuPage County, Wheaton, Illinois. Glendale Heights Field Court, Judge Thomas Dudgeon, 300 East Fullerton, Glendale Heights, Illinois, Date of Hearing Scheduled for October 19, 2006, 8H30AM. And DuPage County Judicial Center, 505 North County Farm Road, Wheaton, IL 60187, before Judge McKillip, on September 29, 2006, 8H30AM, Room 4001.

The City of Lombard has been citing Gardenia C. Hung, on behalf of the Hung Family Real Estate for (4) Four Municipal Code Violations against the Hung Family real estate property at 502 S. Westmore Avenue in Lombard, IL 60148-3028 USA, DuPage County, as follows.

(1) Lombard vs. Gardenia C. Hung, Case No.LO12418NT, served by Lombard Police Officer No. 830, Kelly, and issued by Keith Steiskal, for the Lombard Fire Department, Bureau of Inspectional Services, who are blaming and accusing Gardenia C. Hung as the Lombard resident homeowner for municipal code building violations caused by local criminals, trespasses, and vandals in Lombard, DuPage County, Illinois, as described in the attached correspondence.
(2) No Court Notice Issued Nor Received by Mail for No. LO12419NT issued by Chris Hanigan and Keith Steiskal for the Lombard Fire Department, Bureau of Inspectional Services due to General Plumbing Damages Caused by Bursting Pipes and Excess Water Pressure Ungauged by the Lombard Water Department and Public Works. Note that Chris Hanigan wants to Condemn the Hung Property Without Due Notice or Due Process or Prior Notice to Court Hearing at Glendale Heights Field Court before presiding Judge Thomas Dudgeon. Gardenia C. Hung has not received a Court Notice for this Lombard Municipal Code Violation to Date.
(3) Lombard vs. Robert Hung, Case No.2006OV005982, LO25448NT, issued by Robert G. Meyer, from the Lombard Fire Department, Bureau of Inspectional Services for Health and Sanitation Violation as noted in the enclosed copy of the ticket. Lombard Police Officer No. 830, Kelly, and Mark Gouty were forcefully asking me to sign these ticket violations at the Lombard Metra Station, early on Friday morning, June 23, 2006, (5) five days after the same were written without due notice or advise to Gardenia C. Hung, who refused to sign or accept these (2) violation charges at 8H15AM on the platform for Chicago-bound Metra in Lombard, DuPage County, Illinois.
(4) Lombard vs. Gardenia Hung, Case No.2006OV005983, LO25449NT, Lombard Police Officer No. 830, Kelly, and issued by Robert G. Meyer, from the Lombard Fire Department, Bureau of Inspectional Services. (Same as above, (2) Violations with the same wrongful charges).

Please note that Chris Hanigan and Keith Steiskal have been instigating the condemnation of the Hung Real Estate Property without Due Notice and/or Investigation of the criminal conspiracy and the criminals surrounding this Lombard property purchased by the late Mr. Robert Hung, J.D. and myself, Gardenia C. Hung, with cash retirement funds in 1996.

In addition, Chris Hanigan and Keith Steiskal and the Lombard Fire Department, Police, and DuPage County law enforcement have not notified the Hung Family ever about the criminals and the terrorism surrounding this Lombard real estate property. In spite of the attempts to communicate by Gardenia C. Hung who has been requesting appointments to meet at the Village of Lombard Board of Trustees and the Lombard Police Department, as noted by correspondence mailed, faxed, and Emailed on record requesting information and status, without any response—none of the DuPage County departments ever respond or arrange to meet Gardenia C. Hung. Neither the Lombard Fire Department nor its Bureau of Inspectional Services have helped or assisted Gardenia C. Hung, as a Lombard resident homeowner, nor as a human being during these times of crisis.

Given that the Village of Lombard, its Police Department, its Fire Department and Bureau of Inspectional Services, and DuPage County are determined to harass, blame, and abuse Gardenia C. Hung’s human rights and constitutional for whatever reason or any excuse under false arrest/detention and wrongful charges, as well as Lombard Municipal Code Violations caused by local criminals and others, please help me address and stop Lombard and DuPage County from abusing me and other resident homeowners human rights and constitutional rights. The Village of Lombard and its departments are accomplices and perpetrators of this hateful and heinous crime against Gardenia C. Hung who has been notified to appear at the 18th Judicial Circuit Court and the Glendale Heights Field Court, pending court hearings under false arrest/detention, wrongful charges by the Lombard Police Thiede, Benedicsen, Virene, Schrepferman, Policewoman Pam, Marciniak and Alice at the Lombard Police Station before presiding Judge McKillip, at the DuPage County Judicial Center in Wheaton, Illinois; in addition to threats of wrongful violations and condemnation to remove the Hung Family real estate property, instigated by Chris Hanigan and Keith Steiskal, who are at the forefront of this injustice and inequity against the Hung Family in Lombard, DuPage County, Illinois, pending court hearing before presiding Judge Thomas C. Dudgeon at the Glendale Height Field Court on September 21, 2006, and October 21, 2006.

I, Gardenia C. Hung, am a Victim of Heinous, Hate Crimes, and Discrimination in the Village of Lombard, Du Page County, Illinois. As a Victim of Crime, I am demanding Crime Victims’ Rights during 2008 National Crime Victims’ Rights Week, April 13 through 19, 2008. I have been physically abused by the Lombard Police Department. I have suffered personal injury from a broken toe on my right foot, which has become a hammertoe with nail damage. In the Village of Lombard, the Police Department has trespassed while I have been sleeping in bed, to have me abused, injured, tortured, and kidnapped, in Du Page County, Illinois, USA.

During October 1991, I, Gardenia C. Hung, have been a Victim of Crime as a federal employee, medical claims examiner at the U.S. Department of Labor, Office of Workman’s Compensation, 230 S. Dearborn Street, 8th Floor in Chicago, Illinois, USA. In 1991, I was abused at Rush Presbyterian-St. Luke Hospital as a patient, after I was injured at the U.S. Department of Labor by Richard Kadus, Anita Freeney, Lois Ware, and other employees under Shelene Turner, Supervisor.
